Begin with computational-law doctrine
Turning prose into a rule model requires interpretation before implementation. Authors must preserve source scope, definitions, actors, deontic operators, Boolean structure, alternatives, thresholds, exceptions, temporal conditions, burdens, discretion, consequences and remedies. Natural language often leaves ambiguity, open texture and cross-reference dependencies that cannot be normalized without judgment. Unknown is not false, an exception is not deletion of the base rule, and a model output is not the governing law. Traceability must connect every normalized node back to exact source spans and interpretations.
